The reconstituted Commission for Common-Interest Communities (CIC) Task Force held its first meeting on Friday, December 19, at 11:00 a.m., following a rescheduling. The meeting was conducted virtually only.
Attendance was limited. Several Task Force members were absent, and homeowner participation was minimal, with fewer than seven owners present. The meeting format and notice was not conducive to meaningful homeowner input, despite the Legislature’s clear intent that the Task Force solicit and consider owner perspectives.
Substantively, early discussion focused largely on issues already within the CIC Commission’s existing authority, rather than on statutory gaps or structural reforms requiring legislative action. This raises questions about whether the Task Force will address or obtain owner imput on the deeper reform issues lawmakers sought to examine when the Task Force was authorized.
NVHOAReform submitted written public comment on multiple agenda items, including NRS 116.31087 (owner agenda rights), dispute-resolution system gaps, and Ombudsman reporting practices. Our coverage will continue to track not only what the Task Force addresses, but what it leaves untouched—and why that matters.
It was suggested by a several Task Force members that ADR reform, a top NVHOAReform initiative, be a subject of future agenda item. The next meeting is tentatively scheduled for late February, a timeline that may prove challenging if legislative proposals are to be developed for the 2026 session.
